Why Jarell Quansah’s penalty was awarded to England rather than Mexico

In the 1/8 final match at Estadio Azteca, England defeated Mexico 2-1 thanks to a goal by Jarell Quansah, while England also were awarded a penalty against Mexico.
In the match, England won 2-1 after goals by Jude Bellingham and a penalty from Quansah, which he scored after a foul by Jesus Gallardo. After a VAR review, referee Alireza Faghani showed Quansah a straight red card for a foul, citing a dangerous foul by Gallardo.
BBC material states that the penalty that should have been awarded was the one that Darren Cann, a commentator and assistant referee on BBC, spoke about during the tournament in 2010. He said that it was the correct decision to award a red card for the foul, rather than a penalty.
Meanwhile, the BBC panel believes that England should have been awarded the penalty in advance, which Harry Kane scored. Also, in the match Mexico were awarded one penalty, which Kane, according to the panel, should have been awarded; the panel said that it was because of a foul by Brian Gutierrez; Raul Jimenez scored from a penalty spot.
BBC’s other commentator, Joe Hart, said that he believes the foul should have been punished with a penalty rather than a red card.
