Lebanon and Israel have been holding talks on a separate day, with the United States mediating, on Israel’s withdrawal from southern Lebanon, according to a source familiar with the discussions, which said the talks were aimed at reaching agreement on the implementation of Hezbollah’s dismantling.

The talks, which are being held in parallel, involve the US presenting a plan under which Israel would withdraw from southern Lebanon and Hezbollah would be dismantled, while the third-party mechanism would be implemented.

As part of these discussions, the US has proposed that the third-party mechanism be carried out by the Lebanese state and that it would be responsible for enforcing the plan, including the dismantling of Hezbollah’s “pilot zones” in the country’s south.

Lebanon, for its part, is seeking to implement the “pilot zone” mechanism in Khiam or Bint Jbeil. In that case, the Lebanese armed forces would take responsibility for ensuring that Hezbollah’s forces are not present in the area, and that the area is cleared of Hezbollah without exception.

According to the source, the US has proposed that the third-party mechanism be implemented in the area of Ali Taher Hill, near Nabatieh. Israel, the source said, is linked to the command center and the Hezbollah forces in the area.

Lebanon says it wants to avoid the “pilot zone” being implemented in the areas where Hezbollah has a presence. It also says it wants the mechanism to be implemented in a different area, in order to ensure the effectiveness of the plan.

Lebanon is also seeking to ensure that the mechanism includes an additional condition: that the US would be responsible for ensuring that Hezbollah’s forces do not enter the area. The source said that the US has proposed that the mechanism be implemented with the involvement of the Lebanese army.

Lebanon’s negotiating position is also linked to the “concessions” that Hezbollah has made, including the withdrawal of its forces from areas near the Litani River. Hezbollah’s deputy leader Naim Qassem said that the group would not accept the plan and that it would take action to prevent it.

According to Asharq Al-Awsat, the Lebanese party’s position is that the plan should be implemented in a way that would ensure that Hezbollah’s forces are not present in the “pilot zone” and that the Lebanese army is able to control the area.

Material also indicated that the plan would be implemented by the Lebanese army and that the US would be responsible for ensuring the process. Michel Issa, who is a member of the Lebanese parliament, said that the process could not be completed without the involvement of the US and that the plan is intended to prevent Hezbollah from maintaining positions.
